try removing the second *, as in:
for i in *.wav; do sox $i -r 8000 `basename $i .wav`.gsm resample -ql;
done
for a single wav file, try
sox 1.wav -r 8000 1.gsm resample -ql
(mindlessly copying the -ql, i don't really remember what it does ;)
