Yes and no. When configured as a skinny phone, the buttons can
be either an extension, or a programmable speed-dial.
I haven't seen anything in the Cisco SIP firmware documentation
that lists the ability to add speed dials, and looking at the
provided configuration samples, it is likely not an available
feature even on the latest firmware. (4-04-00).
Does Asterisk support PLAR configurations? If so each button
could be assigned a login in a different context, with that
context set to dial the desired number (yes, hackish).

Those are not speed dial buttons. Those are line/account buttons. The
7960 is supposed to be like a 6 line telephone, and you are selecting
which line to dial out on.
