I'm having a problem defining my channels

Here is my zapata.conf

the ztcfg -vv command does not return an error, but there is an error 
registering
channels 3 and 4 when I try to start asterisk.


I have had everything working if I define my channels at the top of the 
file, but I am not able to
get any features such as echo cancellation to work if I define the channels 
at the top.

Can anybody see my error(s)?
