I think this often gets lost on people because many low-end mail programs
don't understand threading. As a result, most people seem to think that
threading is defined by "Subject" lines, which is actually only true for
the most primitive email clients.

When I reply to a message, my reply will contain a "References" header
indicating the unique Message-ID of the message I'm currently viewing. So
even if I change the subject line, my recipient's thread-capable client
will group it together with the message I replied to.

Therefore, the proper and considerate way to start a new thread is to
create a blank message from scratch, rather than to hit "reply" and then
erase and replace the subject.
