Have you checked Mark's white paper when he went to France?
He has an example there on how to implement.  I haven't implemented myself
but if it worked for Mark it should work for you.

most callback applications dont actually answer the phone, is there a way
for asterisk to pass a the details of a dialing channel to AGI without
answering it?
