[Asterisk-Users] Conference Application

Hi,
 
Anybody know of it is possible to configure the Conference application,
not to allow conference users hear each (play then music on hold) until
a nominated user (essentially the owner of the conference room) has
joined the conference.
 
e.g.
normal user joins conference, gets on hold music.
other normal user joins conference, get on hold music, the two users
that have joined so fare can not hear each other.
Etc etc
nominated admin user joins conference at this point all users can now
hear each other.
