Not yet. I have been thinking of trying to use a lin-modem dsp.a library
to hook up and use. If I am the only resource for it, it will take a
long time for it to be usable.

If you are using a cellphone as a modem, it requires the cell provider
to have a modem bank for you. The phone itself doesn't have a modem.
Also the throughput should only be about 9600-14400, and below the
quality for a SIP call. 

Why wouldn't you just have asterisk take the SIP call and dial out to
the cell phone as a standard phone call?
