POTS and PSTN are kind of like square and rectangle. POTS is PSTN, but
PSTN is not necessarily POTS. PSTN can be delivered on E1, T1, by fibre
or copper, or any other technology. POTS refers to analog lines.

POTS = Plain Old Telephone System. 
PSTN = Public Switched Telephone Network.
