You the configuration you would use is:
in your dialogic.cfg file is:
        [Genload - All Boards]
        LogFile=genload.log
        BusType=SCBus
        SCBusClockMaster=AUTOMATIC
        SCBusClockMasterSource=AUTOMATIC

        [Genload - PCI ID 1] /* make sure the thumbdial is 1 */
        FirmwareFile=spisctr4.fwl
	ParameterFile=ctr4.prm

I have used 'isdiag' utility to confirm these settings. My apologies for 
the cas explaination, E1 isdn is a form of ccs. I was playing with 
LineSide protocol on my setup - cas.
