Hopefully not too obvious but imho it is advantageous to add Q.SIG
support to *:

1) there are many expensive big iron PBX boxes like Definity, DMS etc at
companies throughout the world

2) the investment in that big expensive PBX is significant and will not
be written off in advance of company/regulatory policies so they are
here to stay no matter how much sense an alternative communications
solution makes. 

3) VoIP seems to be considered "Data" thus managed by the "Data" group
where the PBX is considered "Voice" and managed by the "Voice" group. It
is very difficult to get the "Voice" group to change their setup just
because you, from the "Data" group, need it. What if the "Voice" group
tells you they have standardized on Q.SIG for inter PBX connectivity and
will not deviate? Or if the PBX only supports Q.SIG on inter PBX trunks.

Business reality dictates that * play nice with the establishment, be it
equipment or people. That will only work if * (literally) speaks the
language of the equipment it will one day replace.
