[Asterisk-Users] Asterisk Developer's Kit (TDM) help

I'm having trouble getting the cards configured. I have followed the instructions but get errors.
when I modprobe zaptel

modprobe: insmod zaptel failed
looks pretty similar for all modprobes it says to do.
When I ztcfg -vv
I get:

line 128: Unable to open master device '/dev/zap/ctl'
What am I doing wrong?
