As a wireless carrier I've already had to address this issue.

E911 service uses ANI for identity.

In order to set up your own E911 service or interface you need to be viewed as a carrier.

The cable industry is addressing the E911 issue with a proxy solution with individual subscriber phones.  Reverse pings, traceroute, IP identification or MAC address identification.  

In the wireless world, this data is trasmitted via Feature Group D trunks, or via SS7. The packets are called ESRK and ESRD.  It goes to a 911 router and then to the PSAP.

Any way, your only "simple" solution at this time is to make a choice:
1) Go without "identification". Your "remote" office dials 911 and you translate it to a 10 digit number at the police department that answers emergency calls.  (You don't have to dial "911") When this happens, they ask you who you are.  If you can't talk, you're SOL.

2)  Keep one "emergency" line at each remote location.  It can even be measured service if the LEC offers it.  It's only used for 911 calls.

The last thing that you want is a law suit brought against your customer (and later your company) for someone bleeding to death while they try to locate.
