No I don't have any Zap channels, I am using chan_capi for my PSTN
connection and SIP only..

Does moh depend on zap??

Installing zaprtc from http://www.junghanns.net/asterisk/ will correct
the problem. MOH uses the zaptel devices for timings - without any
in the system you will experience poor quality playback.
