You must put and fax exten in your context:

For example:

exten => fax,1,Dial(Zap/2|30|d)

How do you tell asterisk to detect for fax tones?

Get a TDM10B, cancel your distinctive ring, and let asterisk answer
immediately and detect fax tones and forward it to your fax machine.
