Then use 2 lines per phone.

You should connect 2 phones together ( the way they want specify ) and hook an oscilloscope to the
3rd pair.  It probably uses a simple signal to indicate page-intercom, maybe even DTMF.

You then need to rig a voltage convertor from telco batt voltage to whatever they use ( probably 12v
or less )
