To Illustrate I have a quote from Adtran Germany for a 1 E1, 16 port box,
which was in the region of 6000 euros. 
Buy a T1 card from digium and get yourself a T1 channel bank, the price
difference more then makes up the missing 6 ports!

If you find one, let us know. E1 banks are ridiculously expensive as far as 
I've seen them.
