Try the following:
vpb.conf:
[interfaces]
echocancel = on
board = 1
context = default
mode = fxo
channel = 3
extensions.conf:
exten => _9.,1,Dial(vpb/1-3/${EXTEN:1})
exten => _9.,2,Congestion
