[asterisk-r2] Rx CAS 0x08

Hello. I'm having an issue on multiple customers where sometimes most
channels have their Rx CAS set as 0x08. When it happens, I can't place
calls on those channels, and the following happens:

If I restart Asterisk, all channels go back to IDLE on both Tx and Rx and I
can place calls on them again.

It seems like a bug to me. What other information is needed to investigate
this?
