[asterisk-r2] Multiframe remote alarm - Telecom Argentina E1

I was experiencing problems trying to setup the E1 with the Sangoma B601
and I've saw that in the past someone had the same problem that was fixed
with a Sangoma A101, so I got one but the problem still persists.

The Telecom technical person reports that either the board or the pbx is
not in PCM30 norm in reference of the multiframe bits corresponding to time
slot 16.

The pbx is connected to a Siemens EWSD.

The configuration information is:

HDB3 - no CRC4

last 4 DIGITS

bidirectional channels

extrernal clock

MFCR2



The error on the Siemens is:
