That 20 is internal Asterisk hangup cause number. However, yes, AFAIR the
internal mappings from Asterisk are based on ISDN Q.850 hangup causes.
Perhaps a more proper mapping is needed in chan_dahdi.c to map 20 to
something more specific in R2 rather than normal clearing.
