If you have a ractional E1, why do you define the whole 31 channels?

span=1,1,0,cas,hdb3
cas=1-15:1101
cas=17-31:1101
dchan =16

Instead use

span=1,1,0,cas,hdb3
cas=1-10:1101

If you have only 10 channels.. And there is no need to define a dchan=16 if
you are using CAS.
