Can you confirm the number you want to dial is: 017222164393 ? Toluca,
Estado de México?

Yeah well, that helps to know that the numbers are OK, however, since
analog lines use a different mechanism. The last signal we receive
from Telmex is signal number 4. According to Telmex MFC/R2
specification signal number 4 from the backward side is congestion,
regardless of the context where this is received. So, you should ask
them to put you on the line with a technical person and tell this
guy/girl why in the hell are they sending signal number 4, they have
not even asked us for our calling party category request and they shut
us down.
