[asterisk-r2] Some long distance numbers get congestion message every time

Raúl, please take a momento to answer each of the following questions.

When you say "some national and international get all circuits busy
now" you mean that other national and international numbers work well?

Have you detected some kind of pattern regarding the numbers that
present this problem?

Is the error consistent (ie the same numbers always fail)??

You say you have tested this numbers with other lines, which lines? R2
lines as well? the same provider (ie Telmex)?

You can also try asking your telco why do they send the Network
Congestion tone (it may be well the case that the tone is not actually
coming from telmex, but I'd like to know what do they say to look for
hints).
