It would help it you gave us examples of what it will not accept.
 
For my system I have 2 different SIP lines inbound and I have the 
incoming calling rule pattern set to that phone number with all 11 
digits.  ie 15555551234

You can set it up with a catch all like s or if you want a pattern they 
start with an underscore "_" then the pattern.
