[asterisk-dev] Sending custom SIP packets using PJSIP

In Enswitch, we have some places where we send out custom SIP packets.
These include:
* NOTIFYs for custom busy lamps, since handsets register to an external
registrar (Kamailio), we have multiple Asterisk machines sending calls
to handsets, and we support busy lamps for things like parking slots.
* NOTIFYs for custom MWIs, since we have our own voicemail.
* NOTIFYs asking handsets to reboot to pick up new provisioning.
* MESSAGEs for text messages to handsets.
At present, we send these from our AGI daemon to the Kamailio registrar
using direct UDP. It would be nice to have Asterisk do this for us in
PJSIP, since Asterisk already knows how to construct such packets and
send them out.
Is adding a facility to send out a custom SIP packet something that the
Asterisk developers would be willing to add? If so, what would it take
to get this added?
