This tests the functionality introduced in /r/3384

This is a simple SIPp test that ensures that incoming MESSAGE requests are routed where they are expected to go. One endpoint has a message_context configured, but the other does not. UserEvents are checked to ensure the MESSAGEs were routed properly.
