I've gone with the announce_join_leave_review option being applied on its own approach. (though I'm more naturally inclined to go with the three way single option approach myself).
Of course, now you'll be able to have the following:
[my_user]
type=user
announce_join_leave_review=Yes
announce_join_leave=No
and it'll still do all the recording/announcing. But I guess that's the intent. I've updated the documentation to follow suite of course.
