This function could be a bit cleaner by removing extra_fields and moving the snapshot_manager_event_create calls into the branches where the event is decided. This would also allow removal of old_snapshot tests after the newchannel event creation. With that change, the newstate event should probably be moved below the hangup event to prevent hangups from being masked by state changes.
