[asterisk-dev] AST_DEVICE_UNKNOWN for iax2

I have some users configured for SIP and IAX2 as well. These users will 
not be indicated as "Free" when registered via IAX2, but as 
"Unavailable", while registered via SIP everything appears fine.

I found that ast_device_state will return AST_DEVICE_UNKNOWN for a 
client registered via IAX2, not AST_DEVICE_NOT_INUSE as I'd expect (and 
as SIP works).

Tested with 1.8.4.2
