[asterisk-dev] Turning on mode=new by default in say.conf

There is an issue open on mantis right now which suggests mode=new be the 
default in say.conf.

Russell suggested there needs to be some review of the code done here:

"Does it fall back to the old stuff if the language is not found in the conf file?

Some additional work is here to determine what the effects would be to enabling 
that by default."

I wanted to bring this up on the mailing list for discussion by the community, 
and hopefully a developer could do a code review to see what the implications 
might be for enabling that by default.
