Summary
-------

Can't see much in the attached patch, but it creates a svn:external for starpy under the 'addons/' directory.  Also create a basic Makefile to install starpy with the --user flags.  Files are installed into the local home directory of the current user.

Once committed the testsuite build scripts will be updated to use this logic.
