attached is a version of this patch, with the function that the
fallback audio re-re-INVITE has one configurable audio codec. which
meaningfully should be alaw or ulaw (default is ulaw)
but i can not upload the patch into the reviewboard. when i upload, it
just happen nothing!?

i just want ask if the method i have added the the feature is ok.
