[asterisk-dev] URL for sounds: http://ftp.digium.com/pub/telephony/sounds/releases/ is now wrong

In the asterisk tag releases, specifically 1.4.0 and I assume many others.
The asterisk/sounds/Makefile refers to an obsolete URL.

+SOUNDS_URL:=http://downloads.digium.com/pub/telephony/sounds/releases
