There was some significant discussion about that at the time. The
decision was made to leave it as is and make all changes going
forward, because it didn't work as documented and the code base was
such a mess that trying to fix bugs would probably cause things that
weren't documented to break. There was no way to know what
undocumented behavior might be depended on by some existing user.

The changes have been documented in the UPGRADE documentation so that
going forward: code, documentation and functionality are all in sync
and there will be a one time change required by anyone trying to
upgrade.
