Until the API changes in such a way that Asterisk 1.2 can not build against 
newer versions of Zaptel, all you need is a couple of symlinks:

/usr/include/linux/zaptel.h -> /usr/include/zaptel/zaptel.h
/usr/include/tonezone.h -> /usr/include/zaptel/tonezone.h
