There are three specific files with some specific non-free license that
are responsible for most of that size. Together they are more than the
rest of sounds/ and asterisk-sounds .
Frankly I'd like to see those files removed, so Debian could move on to
find yet another component non-free. But I believe that those files were
included in the Asterisk tarball because their license claims that they
are only to be used as music-on-hold files on Asterisk (and only in
non-commercial settings? bah?)
Those sound files are really nice, but there are decent and free files.
E.g., some recordings of classical music. They will do for the basic
settings. If one wants more for a professional-quality PBX, one may have
to pay for that music, as it may incure royalties.
See, e.g. some public-domain music from http://www.signate.com/moh.php
