Ok, I just posted an update to the patch at bug 5313.  Right now, the 
mods only work for the TE4XX/TE2XX boards, but IIRC, the framer on the 
single span boards are very similar and it would be relatively easy to 
port this code over to them.  Basically, it a compile time flag for 
what type of hardhdlc mode you want to be in at the moment (subject to 
change, whenever I can think of a better way to do it).  I also have 
some MTP2 and MTP3 code (and the bare necessities of ISUP) that can use 
the framer in this mode, but I don't know if I'm ready to post that 
yet.
