Yes, and yes.
It's a relic of the good old days when the update command would
sometimes do funny things to an existing installation when certain
"perfect storm" conditions existed in the code. After being burned by
that two or three times, Pavlovian rules kicked in.
I only fetch code in the middle of the American night, so hopefully
nobody's wires are being unduly heated up.
