I have the same problem.  I'm on 1.2 but noticed it as well in all 1.2 
beta and rc releases.  However, notifications still seem to be sent.

Additionally, on Polycom for example, if you reboot the phone or toggle 
buddy watch from enabled to disabled, the watchers will then show up as 
2 even though there is really only one watcher.
