I assume by G711I you mean the PLC algorithm in Appendix I of G.711. 
What is in spandsp and the patches from Steve Kann, which contain 
basically the same code, is not G.711 Appendix I. It uses a similar 
basic method, but what I came up with gives better performance (better 
in speed, similar in sound quality).
