It's not just that; it's that creating new features is a lot easier than
tracking down an obscure bug that isn't always readily repeatable.
Bugs which cause seemingly random crashes are among the most
difficult to solve.

And on another note, the reason that many developers do not document
their code is that, while in the midst of documentation, something seems
just boneheaded, and we get sidetracked fixing it, rather than simply
documenting the boneheadedness.  There's something to be said for
both sides, here.  On one hand, we don't end up documenting our bugs
and relying upon the bugs; on the other hand, we don't have complete
documentation.
