Is it safe to assume that those numbers are close even
for other codecs but ulaw, when NO TRANSCODING
happens. Or do you think they might be a bit higher
since asterisk  does not have to move as much data
around ? 

What do you mean by the interrupt set to 1000/sec not
28000/sec, which interrupt?
