If you don't have zaptel and libpri, then chan_zap and some other things
won't build.
Then, if a user with zaptel tries to use your RPM, it won't have those
modules.
So, while you can make an asterisk RPM without them, it's better to
build with them. In that case, it should still work if you don't have
these things.
