Problem is if the first line is bad it just ignores the WHOLE file.

Not a good behavior in my mind.. but it does exactly that.  Just put  
something before the first (righthere)[section] and watch it not load  
anything out of the file:

Jun 28 00:33:00 WARNING[16237]: config.c:487 process_text_line: parse  
error: No category context for line 1 of extensions.conf
Jun 28 00:33:00 WARNING[16237]: pbx.c:3650  
ast_merge_contexts_and_delete: Requested contexts didn't get merged

This will be in the logs.  Still it should try harder.
