You must assume then that there is a person maintaining the Changelog
file in HEAD. That would be mostly incorrect. The HEAD branch is
documented primarily via the cvs logs. You can get a list of changes and
their comments via the cvs log command. Many times the comment is a bug
number from bugs.digium.com that is being addressed. 

So, no the file isn't hosed in the least bit, just not maintained.
