You need an SS7 stack, a GSM-A interface, and lots of other stuff to 
make this work. We have it basically running now, but its not free 
software. One pain is the codecs. None of the useful GSM codecs are 
free, and you are required to support at least AMR with UMA, which is a 
difficult one to licence sensibly.
