Not if you used a generic style configuration file parser.  In fact I think 
that kind of thing exists already.  SQL stuff seems easier just because it's 
so prevalent.  Throwing an entire DB at a tiny problem such as editing config 
files is like using a cannon to swat a fly.  Sure it works but at what cost?
