Ok, went through what was suggested got no
further and in the end just rebooted the machine
and this has cleared the problem completely :-)
It can even create the BLT channel now.

It is just a shame that the phone did not dial out :-( It appears
that this is due to it not liking the ATD{phone number} command sent
to it (and hence giving an error). Is it possible it does not like the number
format, ie. it wants it in the order of +44 1223 21234412 (UK). (I am assuming
that I now have the bluetooth system working correctly)
