Because ztcfg is run by root at modprobe time or slightly later.
So this means I should remove ztcfg from the modules.conf/modprobe.d
settings.
BTW: there are certainly problems of the web interfaces can easily get
the permissions of the Asterisk user, and thus there is not much point
in separating between the two.
