[Asterisk-Dev] Manager List Dialplan command

A new manager command for listing dialplan entries. This command
uses the same syntax as SIPpeers and Status.

I don't like this syntax, but that's the recommended syntax. Wish
we could solve it in a better way...

Please test this patch and give me any feedback. Note that
label/header names may change, so don't lock your apps to it yet.

Add feedback to the bug tracker, please.
